I use a low melt glue gun or tacky glue.
You can try florist pins.
a hot glue gun & gently poking the stems into the Styrofoam form...the key is to work around the wreath & hide the base of the plant/flower stems you just glued with the new ones. You can add dried moss as a base if there are too many spots that show through to the form underneath.
I've had success with Hot glue gun!
