What is the best way to make the trivet made with river pebble/stone?

Love the items made with river rock such as trivets, coasters, and rugs. I made a trivet with the stiffened felt and it was a disappointment. Glue went through the felt! I would like to make these for my sons new house! Would someone give me adviRc on how to do these without failure? Thank you!

I would try a sheet of cork for the backing. Glue won't penetrate (use E6000) plus it will absorb (coasters), protect from heat (trivet) and provide anti-slip backing (rugs)
