I use painters tape on top an bottom, then use a good pair of scissors. Once cut, very carefully remove the tape. Painters tape adheres well enough to hold to the mesh, but pulls off easily, without leaving a bunch of glue behind. After, you can use a thin coat of clear fingernail polish on cut edges to keep from fraying afterwards.

Use painters tape, and when the project is done, spray the ends with hair spray
Painter's tape does well for deco mesh, then I spray it with hairspray.
