Hi Wilsojan... What I did once using acrilycs paints (those that come in small bottles) was to pour paint inside and then turn over the glass jar so the paint would slowly drip from the jar walls. The effect is nice, and after a shade dried you may put another. It works nicely!

Craft paint at Wal-Mart I think that it is the best for that project
I'm a fan of alcohol inks for the design, modgepodge tinted with food color and bakes is my choice for coloring the bottle with translucency. The modgepodge coloring goes on the inside, the alcohol inks on the outside.
