I’m unsure. Are you stripping wallpaper from very early 19 th or 18th century walls? Are you sure they are horsehair? Not a slam. In fact, many chandeliers were made out of horsehair plaster.
Maybe paint stripper, or wallpaper stripper, n use a soft yet firm stub brush, apply stripper n wait at least 20 min or whatever directions say!! Lol
I always steamed off wallpaper on horsehair plaster in old homes. Will definitely be more challenging since its painted.
