The hinges that you use will need to have their mounting screws fastened into the concrete. A masonry drill bit needs to be used to drill holes. Then concrete anchors or screws would be used to hold hinge to the wall.
Screw a 2X4 to the wall with concrete screws. Then screw the table hinges to the 2X4.

Use Tapcon masonry screws to attach the 2x4 to the wall. Masonry screws can be very hard to drive into a concrete wall with regular drill even with masonry bits. Use a hammer drill if you can. Then use 3/4 inch wood screws to attach the table to the 2x4. The only problem I can foresee is that the table hinge will put too much strain on the 2x4 with only 5 short screws and possibly split it. Consider a thinner piece of wood like a 1x3 used as a backer and drive the Tapcons through the wood into the concrete.
