Thank you in advance for helping! Our upstairs bathroom has wallpaper from the 70’s, which could be cool but someone In our house has started peeling it off 
. My question is do I need to remove the rest of the wallpaper before using on of the amazing techniques Show here to apply budget friendly shiplap?

Great idea! I am a big fan of the tongue in groove paneling available at most big chain lumber stores.
I would just peel of the loose stuff and cover it.
