I do wallpaper removal and painting for folks, if you leave the backing paper on, you take the chance it will bubble up and look a complete mess. Soldier on and try sanding the glue off with an electric sander is my go to solution. Don't worry if you rip up the drywall, you can skim coat it with joint compound and make it good again.
I ran into this exact problem years ago. Apparently (in my case) the people who put up the wallpaper did it with something other than wallpaper adhesive. And it took off the sheetrock! Trying to repair sheetrock is almost impossible. We ended up replacing some areas of sheetrock altogether!
Yes, you can paint over it. Generally you want to remove wallpaper because it might peel away under the pant, causing the paint to come away. Obviously you aren't going to have that problem with this wallpaper! Make sure it is clean (wipe down with vinegar is a good idea) and paint away!
