I would repair, then do a moisture test before laying the tile as you may need to seal the floor first.

There are epoxy products that can be used to fix small cracks.. and "self-leveling" compounds that can help smooth out the floors surface. If the floor is not leveled... the thin sheets of peel and stick will show every imperfection... and it may effect how well they stick and stay
