Is your question if you can use double sided tape on laminate flooring, I would say yes, but it may alter the laminate under the rug where the tape is. I have heard complaints about the rubberized backing on rugs staining the laminate.

If you like your flooring, then my thought would be not to do it. You'll spend months (and a gallon of Goof-Off trying to get the tape up off the floor. If the tape alters the floor's appearance, you'll be beholden to the same arrangement you have until you change out the floors.
it's ok but when it gets old the tape can tear the vynol/laminate flooring. I use oil base paint thinner to remove tape, but careful on any open flame and open windows and doors for fresh air, toss away any rags used on thinners "spontaneous combustion "! Put in bucket of water and toss out when garbage truck goes out that day.
Yes! I have several larger rugs and hall runners held down with professional grade double sided carpet tape. I've also installed wall to wall successfully with it. If you're interested in being able to occasionally move the rugs for whatever reason, they have this stuff in a can that is like Silly String the kids play with, except it's a fairly decent adhesive made specifically for carpets. It's not as strong of course as the tape but that's the idea. You can pull up a corner of the rug or the whole thing for cleaning etc. and put it back down, usually without needing to add more of the stuff.
With either, if you're removing the rug permanently you'll need to razor blade the stuff off the floor. If you're careful, you can do this without damaging the floor itself.
