Get a box knife with a razor blade and cut it back to the point where it is firmly attached to the floor. Scraps go in a plasric bag then the trash. Old floor coverings may have asbestos so wear gloves and goggles. Then cover the entire floor with liquid sealer and leveller. Let dry and then put down new vinyl over the top.
Before I attempt to glue back down, I would warm up the linoleum to make it more flexible and get rid of any curl with either a heat gun or a hair dryer.
If it has asbestos in it do not touch! ! not good for your health. .If its just linoleum on the top layer around the edges and coming up, do the heat gun and some glue, and then you might have to do some edge work like trim or something to hide the edge
