We used this product -found in the ceiling tile area-it is recommended for Armstrong ceiling tiles it covered our stain nicely. But it would depend on the age/ color of tiles and stain.
A stronger product might be a paint on stain sealing primer like BIN.
Kiltz will block the stain from bleeding through paint. It's that, wallpaper or replace. Good luck.
Make sure you have repaired the leak and then paint with Kilz primer to seal it.
Prime and paint the ceiling.
Would it be possible for you to paint it? That would probably be the most effective cover up, if not, try KRUD KUTTER all purpose cleaner, their products are awesome.
Did you try a light spray with a mixture of bleach and water? Works on drywall ceilings. No repainting required.

First fix whatever caused the stains (usually water leaks) and prime and paint or follow the above.
