We used this product -found in the ceiling tile area-it is recommended for Armstrong ceiling tiles it covered our stain nicely. But it would depend on the age/ color of tiles and stain.
A stronger product might be a paint on stain sealing primer like BIN.
Would it be possible for you to paint it? That would probably be the most effective cover up, if not, try KRUD KUTTER all purpose cleaner, their products are awesome.
I bought that Armstrong stain away @ $11.98 ea. I used the first can & it did not cover @ ALL the water stain so I BOUGHT ANOTHER ONE STILL DIDNT COVER HAD A SLIGHT SHADOWING IN SEVERAL SPOTS ON THE CEALING.I WAS NOT IMPRESSED WITH THIS PRODUCT AT ALL "especially FOR THE COST OF EACH CAN!"

Kiltz will block the stain from bleeding through paint. It's that, wallpaper or replace. Good luck.
Make sure you have repaired the leak and then paint with Kilz primer to seal it.

Did you try a light spray with a mixture of bleach and water? Works on drywall ceilings. No repainting required.
There is a product out there made for just that purpose -- even sprays upwards: Kilz Upshot.

First fix whatever caused the stains (usually water leaks) and prime and paint or follow the above.
