Growing grass in an area where two large box elder trees once stood?

We have tried three times to grow grass in a 30’ X 40’ area after having two trees removed and the stumps remove. We have had soil brought in and leveled, seeded, had the soil analyzed and still have patches of grass and open areas.
we live in north eastern Wisconsin and are wondering what we need to do ?
