Hi Carol, The only way to know which to put down first is to have the pH level tested. I believe the best way would be to adjust the pH first and then put down your fertilizer. I don't think it would be good to drop one down on top of the other but that depends on your location and your soil condition.
Yes they can. They do two separate things so it won't hurt anything. The lime will make it easier for the roots to absorb the fertilizer.
