Darla I too have a walk out basement with an area under our deck above. I have wood furniture there with a throw rug under the grouping of furniture I put down there every summer. It is not a high dollar rug and the furniture has been painted with a high gloss outdoor enamel in white. My cushions are floral in bright colors to give the white a bit of a pop of color. I take this furniture in every fall and store it away from our harsh winters. I would love to have a throw on my swing but don't want to mess with a soggy piece. Yes during a good storm you cannot sit there but it is a pleasant place out of the sun on other days and my furniture has held up quite well. Oh yes lots of shade loving posies also.
