Don't. Won't work. Too weak for the weight. I bought at BB&B a rod that hangs low off the original closet rod. It makes another rod that jackets and shirts can hang. It's low. So, no pants unless they hang over a hanger. Easy. Cheap, too.
Have you considered using the double-hung rods that give you two levels of storage where the bottom rod hooks over the top rod. Length is adjustable. Look in WalMart, Home Depot or Lowes on line and see if they do not carry the item(s).
You could use it with shower curtain rings to hang scarfs and or belts but nothing to heavy
I have a tension rod (shower size) across the back of my closet to hang clothes in a different direction. The poles in my closet are on the right and the one I added is across the back. This gives me more room for hanging clothes. The tension rod needs no installation, you just turn it to fit the space.
You can purchase heavy duty clothes rods at home stores that will support more weight, but they must be installed into wall studs, with anchors and a center support. Because you're renting, you may need landlord's approval. You'd have to agree to return closet to original, if landlord insists.
