They're all waterproof. How about a large net hung outside to hold them? Can hang from the pool fence.

Bungee cords held by hooks in wall near pool equipment
deck box
Do you have a fence or a deck? Hooks on the sides are a super easy way - like in this photo:
I was going to suggest a bench with a lid that lifted for storage , but I like Cori's idea better . If you hang mesh netting , the items can dry in the sun and won't mildew .
my son made 4' by 5' long u shape holders out if pvc pipe about 2-3 ft deep for his pool they are easy and inexpensive and you can just drop toys and floaties right in. they dry easy and you don't have to deflate them

Rubbermaid offers deck storage boxes.
Buy a couple yards of netting and make a large bag with drawstring. You can put all the pool toys in there and they will get air and dry quickly.
If you deflate the floats, a pop up laundry hamper might work well.

DIY Pool Storage
I've seen a wooden pallet turned on its side and fastened to a wall, painted up nicely and just pop each noodle inside the pallet standing verticle or slide them in sideways if you want horizontal. Add some hanging bycycle baskets for pool toys and some rods that swing out on an arm to hang or peg their towels or togs onto. You could have a diffetent coloured bucket for each child and its their respknsibilty to pick up thode pool items for that bucket. Colour coordinate for the littlies or put red texta dots on anything to go into the red bucket. Drill a few holes in the bottom so they drain out and dry or use baskets that are not solid for the same purpose.
My girlfriend bought a nice trash can, (curbside size), poked holes in the bottom for drainage, and painted to go with her backyard / pool decor.
Deflate all the floats. Buy a plastic storage bin like hunters use to bring home a deer, and buy a lock. This should hold lots of floats, noodles, and other pool toys. Drill drainage holes in the bottom. Make sure you have a couple of pumps to make inflating easier.
You can use a plastic storage container just make sure you let everything dry before you put it in there or drill holes in the bottom of the container to let the water out. They make storage containers that have wheels on them so it is super easy to move around.
You can buy or build a storage bench.

If you have wall space in a shed or garage, you could hang large netted laundry bags on Command hooks and keep the pool equipment in those bags.
If you have a fence you can use, put loops of rope or something on the fence to hold the pool noodles horizontally on the fence. It will keep them straighter and allow them to dry well in the wind or breeze. They will be assessable to all and easy to put back when they are done using them.
How about a large piece of netting with grommets on all corners. Simple draw up the corners and hang. Try sporting goods stores or box, home improvement stores or farm store. Store out of the sun.
Pallets are a great solution
Deflate them and let dry completely. I like to use those big Ziploc storage bags.
Fix hooks to fence or wall. Hold Pool Noodles in Pallets hung on walls You could also add Hooks to the Pallets too. Make a Store using Pallets?
We have a waterproof deck box and it's held up for almost two decades. They're rugged and work.

Fix a Pallet on it's side on a wall to hold Pool Noodles!
Wooden pallets may feel industrial, but they have a fun organizational use. They can be a great way to store pool noodles. Want to expand their capabilities? Add a few hooks, and suddenly it’s also a great tool for hanging towels, wet suits, and goggles. Depending on the condition of the pallet, you may have to sand it or paint it (but that’s fun, because you can choose colors that match your pool area decor). Then you just need to find a spot near the pool and use it to store everything getting in the way. Set a bin or basket on the top as a catch-all for smaller toys.
Use old shovel handles and install them so you can slip pool noodles over them. This not only helps organize but if the wind picks up these will help them stay in place.

Large mesh collapsible laundry bins would work great!
Fishing net or Hammock or Large Plastic Storage ottaman type box.
You're going to need to make it water usable so it will have to be either plastic / vinyl or some kind of steel.

You might purchase a few yards of fish netting and place a few Command hooks on a fence or walled upright area and just toss the pool toys into it and let air dry during pool season. For over the winter storage a large plastic bin would work well, just be sure the toys are dry when storing long-term so mold doesn't form.

This Pinterest board has some neat ideas: https://www.pinterest.com/eydc/pool-toy-storage/
Make a collaspsible rolling crate. If it has wheels on the bottom you can move it around. If you leave spaces between the boards the pool toys will have a chance to dry out and if it is collaapsible you can fold it down making storage until the next pool season easier.
We use a deck box for our pool toys.
You can buy large elastic/bungee style cargo nets with large hooks (to fit to truck beds)... they can be adapted to fit a fence, storage shed (on a wall outside or from the ceiling inside) or under a patio cover..
