get strings of mini solar lights and gently feed the lights through the spout. You could anchor the ends into the ground spaced apart for the 'water' effect. Usually the wire for the solar collecter is quite long so just place that away from the tree canopy -

Buy a recirculating electrical pump, hook it up to wire going up the tree, hang the pump also in the tree wherever you want it, feed the wire to electricity as close to the tree as you can, plug it in and viola!! Try your local Ace Hardware or Lowes for more ideas.
