Hi Susan, The amount of mulch you use depends on the plants you are putting the mulch around. Garden plants like tomatoes, cucumbers, melons, squash, etc., need 3" of mulch to insulate the ground, retain moisture, and keep the produce off the ground. Flowers, shrubs, trees, etc. are all different, some you can put the mulch up close around them, others you must keep the mulch away from the trunk/stem and the depth is also different again depending on what plant is involved.
