How can I fix torn fabric on patio chair seats?

On wrought iron, white chairs, the blue fabric seats and most of the backs have deteriorated. I need to make them usable and presentable.

Hello Debbie! Is there a way to remove the fabric seats and backs and redo them in a new fabric? A picture would help if you can add one to your question.
We just ordered new slings to replace ours. Waiting for them to arrive.
