I want to know if they are part of the foundation, or, are you building something?? I have read that you can paint them with any paint. But, I do believe they make concrete paint too. There are many ways to use cinder blocks to DIY
There is special spray paint now made just for masonry. I would try it.

Prepare raw block with a masonry sealer. Let dry thoroughly, then apply a high-quality acrylic latex primer. Finish with acrylic latex paint.
