You would have to go to a pool store and buy a fiberglass pool resurface kit. Some have use a weatherproof primer and weatherproof paint, but it didn't last.

Marine primer and paint would also work.

Lowes sells a kit -Homax Tough as Tile Tub and sink refinishing kit. I used this on my shower floor and it came out beautiful. It is fiberglass so I am thinking this would do your diving board even better since it is not always submerged. They have it in a spray that will be much easier than the paint on that I had to use. Just follow the directions just as written. And let it cure a few days longer than suggested. You wont be sorry.
