Can chalk paint be used over laminate/varnish without stripping paint?

I've been seeing DIY refinishing with chalk paint, and it looks like it's being used over the old finish on furniture without having to strip it first. I have some bookcases that I want to paint, but don't want to have to strip them first.

laminate can be challenging as you really do need to use something abrasive on the surface of the material.
