Yes you can but expect over time for the paper to start coming up at the seams
Wash it down with dawn dish soap and water. After it is dry prime and paint with oil based products. Good luck!
I have done it several times over the years with no problems. Make sure wallpaper really is firmly attached or spot-repair it as needed. Use a good primer or 1-coat paint selected with assistance from your paint dept pro.
There are two camps on this. The yes you can group and the remove it first group. As much of a pain that it can be, I fall into the group that suggests removing first. I have removed more wallpaper than I care to admit, and you will end up with a far more professional end result rather than the "Harry Homeowner Special" as we refer to it in my group of friends. Just because you can doesn't mean you should. If you do decide to paint over, just know when that paper does need to come down, it will be much harder to do so.

Do NOT paint over. I have had to take this type of mess off, and it is not pleasant. Especially in the kitchen. Grease will not come off of the wallpaper sufficient to paint it. If you paint over it, you or the next owner will not be happy.
Painting over paper will create problems in the future unless of course the walls are taken down. It is better to remove the paper. Then paint.
