Hi, this is an imprinted wallboard. You can use a primer that says it will adhere to plastic and when dry paint with any paint you want to use. You will still see the imprint, but it can end up being an interesting look. If you don't want the imprint to show you'll need to mix up dry wall mud and mud the entire wall and sand. Big project, messy, and may not produce the effect you desire if you're unfamiliar with using dry wall mud. Good luck.
May be a two step job. I think most of that stuff in mobile homes is not real paper. First paint over it with latex flat paint, then with semi gloss in what ever color you like. If using light color paint then use white for base coat. If going dark color then use black or dark grey for base coat. Any greasy stains should be first covered with Kilz.

It's been my experience that mobile home walls are pre-papered panels and it's not possible to remove the "wallpaper" without damaging the fiber board beneath it. I've seen painted wall board, but it was done with flat white and was not pleasant. The walls will need a primer such as KILZ, but again, in my experience, flat white paint works as well and can be more economical. The wall board will drink the primer, regardless of which route you take. Once it's dry, use a satin or low gloss paint to finish.
