Hi Timothy,
Do you mean polycrylic or polyurethane? Are you installing a vinyl floor or are you putting a vinyl decal on an something? Most installers don't seal vinyl floors but either one could be used for putting over a decal to make it more permanent. We could help you better with more information. Wishing you the best.
I painted over my older vinyl bathroom floor. Then I used a water base polyurethane to seal it. I used a long handle paint roller to apply 2 coats. It dries fairly quick. I did this 5 years ago. It held up very good. It wasn't hard to do. Completed it in 2 days because of the dry time between coats. I was 60 years old when I did this.
