Decorative edge above inground pool has become discolored. Is there any way to paint this tile without lowering the water level?

I believe you will need to pump out some water to get below the area you want to re-paint. Lower level, let tile dry, and apply paint per instructions. You may need to rough up the tiles to get good adhesion. Don't increase water level until tiles are dried.

You cannot paint under water. Clean the tile.
