This floor was done with concrete paint but never sealed .There are two coats.

Best way is to use cement coloring powder/dye before applying the concrete the paint will eventually peel off

The rough concrete finish is there for a reason, so that it will not be slippery when wet. Powerwash and scrub clean. Let dry. Then apply stain or paint formulated for concrete, let dry, then seal.
