I have an older home, may have lead paint but not sure. I can tell it has been painted over at some point.
Gently sand it down in edges of paint peel. You can putty if needed. Then repaint!
Use a paint scrape to remove the peeling paint, and if you have cracks or holes after peeling, these should be fixed before repainting. Apply a patching compound with a putty knife, smooth the area and let it dry. Now, you will want to sand the space to make sure that the surface is free of any grooves or lines. Use a fine grit sandpaper.
You are ready to paint. Use a paint that already has the primer mixed. Happy painting
Remove any loose peel or chips. Clean the walls with damp (not soaked) sponge, wipe off area. Clean again with dry rag and let completely dry. Prime and repaint. It's probably due to a poor job the first time. If it's a moisture issue, you need to resolve that before fixing or it will happen again.
Why is it peeling? Good answers to repair above, but if the root cause is moisture in the wall such as from a leak in the wall or from condensation due to improper insulation in the ceiling, it must be addressed first.

You will have to remove all the paint and start again.
