Scrub the tiles with TSP and degrease them with rubbing alcohol. Allow grout to dry completely, about two days. Prime the tiles. Make sure the primer is specifically formulated to adhere to your backsplash, like the Zinsser Bulls-Eye, KILZ, or BIN. Brush on two coats of primer, allowing sufficient drying time between (follow the manufacturer's instructions). Paint with two coats of an acrylic paint. You can use a tub and tile kit from Home Depot, Lowes, or Menards.

I concur with William. If you use Zinsser Bulls Eye 1-2-3, make sure it's the one formulated for interior/exterior. It has a little more gripping power than their one formulated for interior use only. I like Zinsser products :-)

Yep that is how I would do it. Back splash gets wet so you want to make sure it is sealed good so it doesn't peal. I have had my out door pots peal from sitting in water so I would also keep the area dry as possible.
