Home Depot makes a paint which is called a stain but it's more like a paint then a stain. It's formulated to paint on concrete and stone and holds up very well. Have used this concrete stain on our patio for the last 21 yrs and have only re-stained it twice in all those years in all kinds of weather. Doesn't fade either. You might check with them and see if it would work for painting porcelain? If you tile is glazed then I'm not sure if any paint will hold up to foot traffic very long before it wears of peels off.
Yes! It takes time, and the right products. Keep in mind it will wear over time too, so maybe not for high-traffic areas.
