Can I paint my popcorn ceiling?

You can scuff up the surface using sandpaper made for metal to remove every bit of gloss then spray paint them. Of course it will not be as durable as a ceramic finish that is baked in.
The first thing I would do is check Pinterest, Youtube, and local home improvement stores.
You would need to use an epoxy paint. Sand to remove any gloss, wipe clean, and paint.

The best thing to start with is to protect the walls. If they are tile, put some petroleum jelly on the area surrounding the item to be painted. This means you won't have to mask. Then find the best ceramic paint out there for years of durability. You probably won't need more than a pint.
When you are done, put some pretty flowers in the toothbrush holder and store the toothbrushes where they are not out. Flushing a toilet around them is not advisable.
