I really hate to strip and sand and just want to slap it on some bookshelves and play with it. Will it work or does it have to be on bare wood? Thanks!

No, this is the beauty of chalk paint, no sanding needed. If you have a slick surface or if the item will get lots of wear, I like to wipe it down with liquid sandpaper first, it goes on with a rag and is ready to paint in 10 minutes.
Home Depot has a product that I believe is called liquid sand. You wipe it on your project and then prime with bonding primer from Sherwin Williams. Read directions. I believe you need to prime within 1/2 hour. Depending on what your piece is coated with it should work.
No sanding needed unless you have loose paint
nope.
