I want to paint my now stained & varnished stair risers.
What is the best method to ensure a good job and that no bleeding occurs through the paint.

do a light sanding to rough up the surface, prime and then paint
you would have to remove the varnish totally or the paint will not stick, then seal riser with an undercoat before painting.
Sand first, and paint with desired color as usual. Just be sure to clean all area well to remove any grit from sanding.
