Clean it thoroughly and sand it a bit to rough up the surface. Use a good primer like Zinsser BIN, then paint it. Use 2-3 coats of sealer. I like polycrylic because it won't yellow.
Painting your counters is a great way to make them nicer for now, but it is not a permanent solution. Even gentle use and cleaning will make the paint peel eventually.

Hi Chris, there are different brands of products available for countertop refinishing or you can create your own. Rustoleum Transformations and Gianni are two fairly well known brands. You can check out the Rustoleum products at your local home improvement store. You could also create your own personalized countertop by using the small acrylic hobby paints, then sealing well with clear finish as used in the commercial kits. There are also many youtube videos available to watch to get you comfortable with the entire process. Go to youtube.com and enter diy painted couters and you'll see many, many tutorials are available.
