How to paint a countertop would depend somewhat on the type of material you are trying to cover. However, as a general method there are several steps. Clean, scuff up, clean again, prime, lightly sand primer, clean again, prime second coat. Follow that with your paint - at least 2 or 3 coats, then add 3-4 coats of sealer.
