Which is better to paint cabinets: lighter color on top?

I have new stainless steel appliances & want to match upper or lower cabinets with pewter shade of paint; then finish other set with a seaglass (pale aqua) blue. Which color should I use on bottom? lighter or darker? Thanks! Kitchen is very small.
Lighter shade will be more light reflective
Darker will be nice
Darker on the bottom as it is the "heavier " looking color and will ground the whole look.

With a small kitchen, play it safe, go with darker on the bottom as it "grounds" the look. I love the color combination you have chosen! Sounds very tres chic! Please post when complete, would love to see it. ❤
I just painted my formerly dark cherry cabinets with chalk paint, I used white on top and a color called 'Sea Salt' on the bottom. I love them, I can believe I didn't do it sooner!!!
Thanks for all your replies & helpful hints! After further research, I see the darker pewter lower cabinets & lighter sea blue on uppers would be the best choice! Can’t wait to get started! Will post as I go. Then it’ll be on to new countertops & backsplash!
