many will say yes....I say do not do it....down the road the paper will bubble and peel
You can paint over it, but the vertical lines will always show. Once you paint over it, it's really, really hard to remove it. Would be much smarter to remove the wallpaper first. Not that difficult. You will have a much better result.

Don't do it. Eventually it will have to be removed, by you or the next owner. Some people will not buy a home with this as it is so much work to remove, once the paint is on it.
Agree with LisaS. I would also suggest that you read through some of the postings here on Hometalk from frustrated homeowners trying to remove previous owners' ugly botched jobs at painted over wallpaper.
