The table saw handle will not turn to raise the blade?

The handle will not turn to raise the blade. It easily turns to the lower position that is already in place but will not turn to raise it to be used.

I have a Craftsman table saw that is suffering the same fate. On my saw it is a broken plastic/nylon bushing. -

Not knowing anything about your table saw, and there are a few companies that make them, the only solution is to take it apart to look for something worn, broken, or a bit of wood stuck in the mechanism.
