I don't know your situation, but if the wall is crumbling I would believe it is due to water seepage from the outside. That issue has to be resolved or the wall will continue to deteriorate no matter what you do from the inside.
Water will have to be directed away from the outside foundation first by installing gutters, and making sure the ground slopes away from the house. If that doesn't work, then maybe a french drain or a swale further away
First thing from a safety issue is to have it inspected. Get estimates and find out what the experts say is wrong with the wall and then go from there. You will then know if it is a project you can do yourself. Good luck
