How to remove gel "oil" from wall and popcorn ceilings?

So they can be replaced? My daughter was overzealous with the gel flowers I gave her many years ago - instead of the window, she plastered them on all her walls and the popcorn ceiling in her bedroom. Now I have "red" stains from the gel glue (?oil) and otherwise colorless marks everywhere. Should I clean with anything in particular , then cover with Kilz?

Vinegar and hot water (equal parts) and a few squirts of Dawn Dish Liquid. Apply the chosen cleaner to the area. Use a sponge or soft cloth to gently scrub the area. If the paint is textured, avoid using any harsh scrubbers or too much pressure as it may remove the texture plaster. A soft brush may be helpful on these walls to get in between the grooves without damaging the surface. Once the stain is removed, rinse the area with a clean cloth moistened with water.

Dry with a soft cloth and allow to air dry completely.

If the stain cannot be removed, it may be easiest to paint over it with a stain blocking primer like Zinsser 123 and then the original color. The primer will prevent the grease from coming back through the paint surface.

Have you tried Goo Gone? That product has helped me in countless ways!

I would prime and then paint over it...or is there palster or some kind of substance that was holding the flowers in place to be removed? If so, I would try to remove it with warm soapy water and a microfiber rag, rinse and let dry, maybe put a fan on it to help with the drying.

You can't, but you can cover it with Stain Block. A sort of paint that covers the stain so you can't see it. You may have to refinish the area to suit decor.
