Can you hang a thick decorative quilt of other wall art? This should help.
Foam the walls
There are thin sheets of insulation, that usually get put on the outside walls, but could be added inside and covered. Try the building supply stores for more information.
Hang heavy floor to ceiling curtains across the wall, or as suggested a large quilt, rug, or tapestry. If this isn't enough then yes, you could add a layer of foam insulation panels behind the fabric. Unless you own the unit you're living in I don't suggest gluing the panels to the wall. Possibly industrial double back tape would hold it.
try positioning your furniture against the walls and the more funriture the better, it will abosrb the noise... good luck!
