Actually the cement blocks should naturally provide insulation. We had one in Chicago and it was pretty easy to heat and cool

Are the interior walls insulated behind the drywall? If not, you may have to remove the walls and insulate them as well as blow insulation in to your attic area.

Insulation can also be blown into the walls, just a small hole is made in the sheetrock between studs.

You can get some insulation that is like a powder or granular form and pour it into the cinder blocks, add more to it as it settles down the walls. You add it at the top of the wall!
