control the moisture in the bathroom --- looks like the ceiling needs to be scraped, primed and repainted ... -- run your exhaust fan if you have one -- this vent looks like a HVAC vent -- can you turn on just the 'fan' w/o heat or ac ? Leave the bathroom door open after your shower and squeegee the walls and doors of the shower stall as soon as you finish your bath. -- and everyone in the household needs to do this too -- it accounts for more than 1/2 of the moisture/condensation !
Looks like it's going to need to be fixed. Once all the flakey stuff is sanded off, prime with a really good primer and then use Kitchen and Bathroom paint. It's designed to work well in these types of areas. Other paint just can't match it for durability.
needs to be an oil based primer.
put bead board over it
Check on whether the original was oil based because latex will not adhere and stay put in a damp situation.
