Are you the tenant or landlord? You need to call in a remediation service to dry the place out and have inspected. Foul odor could already be mold developing. Stains could be from any number of things. What water leaked? Water pipe or drain pipe? If drain pipe the walks may need to be opened up and replaced, plus whatever was damaged behind the walls. Sorry it is not great news, but better now than after more damage has occurred.
For something like this I would turn to my landlord to take care of it. Sounds like an internal issue.
The wet walls will need to be opened up. Any insulation will need to be removed, disposed of, and replaced. Any mold will need to be taken care of. Walls will need to dry out. Then the rebuilding starts.
If you are renting you need to contact your landlord or maintenance asap!!! You are probably living with mold as a result of unresolved issues with the plumbing. AND if it is waste that is the foul smell, there are more reasons to get this resolved NOW for your health-I hope you don't have any children or elderly living there who could be more susceptible to illness. Your landlord is entirely responsible for this!
