Is this a manufactured home? The only way I can think of to repair it is to sand that seam and reapply drywall compound with a rag so it mimics the popcorn surface already there. This tutorial may help you https://www.youtube.com/watch?v=NAHNqQlr6nw
Wondering that too knockdown or orange peel maybe? Amazon and Ebay sell texture sponges. My house has knockdown and I used the sponge to make repairs and changes. Pretty good, not Perfect. I suggest practice with the sponge before working on ceiling. They have spray texture at Big box hardware I didnt find that they work very well. I dont see a way around removing the tape on your ceiling adding drywall mud to the seam and applying new texture. If budget permits maybe you can find a handy person who can retexture entire ceiling. Hope this helps
Usually a crack appears in dry wall ceilings as a result of the expanding and contracting of the trusses the drywall is attached to. I believe there's an elastic drywall compound out there that can help elevate this problem. Go to Home Adviser on the web and lookup a good pro for this job.

If the seam tape is showing you will need to cut into the seam tape first. Then use mesh seam tape over the seam. It's sticky on one side. Do not use the paper tape. It will crack again. Apply no shrink drywall patching compound over the seam. Use a sponge or bunched up plastic grocery bag to duplicate the texture.
