The best way is to remove the drywall and lay in insulation. You can have blow in insulation if they still do that, but it could damage the exterior walls.
Blown in insulation with very little damage and work. A hole is cut in the top and bottom of the wall to fit a hose. Hose from a blower unit is put in the botom hole and insulation is blown in until it flows out on the top hole.
