I used a hire a wallpaper guy who would spray down the walls with a mixture of water and fabric softener. Evidently it softens the glue underneath and helps to make it peel off easy. You will also need to work in sections to keep the paper wet where you are working to help make it easier. Good luck. Removing wallpaper just once will help you make the decision to never hang it again.

we used a heat gun and hot steam but the only thing that really worked was the wallpaper removal spray from the hardware store and a stiff scraper

There is a tool at the home improvement stores called a wallpaper shark. Its a handheld disk that has rolling cutters in it. Very inexpensive and easy to use. Roll it all over the paper, then spray with a solution of 3 parts water and 1 part fabric softener. Wait a few minutes for it to soak in, and the paper should scrape off easily

I agree to use the roller cutter first. It scores the surface of the paper so your remover can get to the glue. I always use a product called DIF to remove wallpaper but have never tried a DIY solution. Get the concentrated DIF and mix with HOT water for best results.

This old Victorian home had a mass of old worn wallpaper when I bought it. I used the inexpensive window cleaner for cars (you can get the best deal at any dollar type store in the gallon size). Soak it down well using any window cleaner spray bottle, then wait several minutes to allow it to soak in. I learned this from my painter when I was very young watching him do the same thing. It should easily peel off once it is soaked into the paper.
