I would talk to the fan people at Lowes or Home Depot. Or call a local fan shop and speak to them...
Cheeper to change fan
I agree with Dholley, I would recommend replacing the fan altogether. Even if it were safe to replace the blades, it will certainly cost more then a new fan.
Call the manufacturer of your ceiling fan and ask them.
The blades are easily changed, but the extra load on the fan motor could make it heat up if the blades are too long. Blades 2 or 3 inches longer could be bought at Lowes, etc. but keep a eye on the fan motor temperature by feeling it if used for long periods.
