Have you tried using quikrete to fill in any cracks? We updated our concrete steps this summer and used that to fill in cracks!

You must have a crack somewhere in your birdbath. I would empty the water from it and let it dry for a few days and then examine it very closely for cracks. You can use a concrete repair that comes in a caulking tube to try and fix it. If you have left water in your birdbath over winter and it has frozen you will get cracks. You could also find a small shallow container that would fit in your birdbath basin and add water to that only--you would be able to keep the birdbath as a decorative but functional piece.
